2021年12月31日,生态环(huan)(huan)境部(bu)(bu) 国家发改委(wei) 财(cai)政部(bu)(bu) 自然资源(yuan)部(bu)(bu) 住(zhu)建部(bu)(bu) 水(shui)利(li)部(bu)(bu) 农业(ye)农村部(bu)(bu)七部(bu)(bu)委(wei)联(lian)合印发《“十四五”土壤(rang)、地下水(shui)和农村生态环(huan)(huan)境保护(hu)规划》。

 

 

规(gui)划指出,目前全国(guo)90%的行政(zheng)村(cun)已(yi)实现生活(huo)垃圾(ji)(ji)(ji)收(shou)运处(chu)理(li),并已(yi)排查(cha)整治2.4万个非正规垃圾(ji)(ji)(ji)堆放(fang)点。“十四五”,将继续推进农村(cun)生活(huo)垃圾(ji)(ji)(ji)就地分类和(he)资源化利(li)用,健全农村(cun)生活(huo)垃圾(ji)(ji)(ji)收(shou)集(ji)、转运和(he)处(chu)置体系。

“十三五”投入258亿中央资金支持农村环境整治

规划指出,“十三五”期间,全(quan)国(guo)农(nong)业农(nong)村(cun)生(sheng)态环(huan)境保护取得进(jin)展(zhan)。中央财政安(an)排专项(xiang)资金258亿元,支持15万(wan)个(ge)行(xing)(xing)政村(cun)开展(zhan)环(huan)境整治(zhi)。全(quan)国(guo)农(nong)村(cun)生(sheng)活(huo)垃圾进(jin)行(xing)(xing)收运处(chu)理(li)的行(xing)(xing)政村(cun)比例超过90%,排查出的2.4万(wan)个(ge)非正规(gui)垃圾堆放点(dian)基本(ben)完成整治(zhi)。全(quan)国(guo)秸秆综合利用率(lv)(lv)、农(nong)膜(mo)回(hui)收率(lv)(lv)分(fen)别达到86.7%、80%。规(gui)模养殖场粪(fen)污(wu)(wu)处(chu)理(li)设(she)施装备配套率(lv)(lv)达到97%。全(quan)国(guo)农(nong)村(cun)生(sheng)活(huo)污(wu)(wu)水(shui)(shui)治(zhi)理(li)率(lv)(lv)达到25.5%。各地(di)基本(ben)完成县域农(nong)村(cun)生(sheng)活(huo)污(wu)(wu)水(shui)(shui)治(zhi)理(li)专项(xiang)规(gui)划编制(zhi),10省(区、市)的34个(ge)县区开展(zhan)农(nong)村(cun)生(sheng)活(huo)污(wu)(wu)水(shui)(shui)(黑臭水(shui)(shui)体)治(zhi)理(li)试点(dian)。

“十四(si)五”农(nong)(nong)业农(nong)(nong)村生态(tai)环(huan)境(jing)保护任务(wu)依(yi)然艰巨(ju),仍有约三(san)分(fen)之二(er)的行(xing)政(zheng)(zheng)村未达到环(huan)境(jing)整治要(yao)求,已(yi)整治地区成(cheng)效还不(bu)稳定。农(nong)(nong)村黑臭(chou)水(shui)体(ti)问(wen)题(ti)突出(chu),约四(si)分(fen)之三(san)的行(xing)政(zheng)(zheng)村未完(wan)成(cheng)生活污(wu)水(shui)治理,资(zi)源化(hua)利用水(shui)平(ping)不(bu)高,资(zi)金投入严重缺乏(fa),长效机制(zhi)不(bu)健全(quan),治理成(cheng)效不(bu)明(ming)显。畜禽养殖(zhi)(zhi)场粪污(wu)处理和资(zi)源化(hua)利用方式不(bu)规范,水(shui)产(chan)养殖(zhi)(zhi)方式仍然粗放,养殖(zhi)(zhi)生产(chan)布局需进一步优化(hua)。化(hua)肥农(nong)(nong)药使用量偏(pian)高,部分(fen)地区地膜残留量大(da)等问(wen)题(ti)突出(chu)。农(nong)(nong)业源水(shui)污(wu)染物排放(流失)量仍处于(yu)高位。

2025年,秸秆农膜、禽畜粪污利用率要达80%以上

规划(hua)提出(chu),“十四五”要着力提(ti)升(sheng)秸秆农(nong)膜回(hui)(hui)收(shou)利用(yong)和禽(qin)畜粪(fen)污资(zi)源化(hua)利用(yong)水平,到2025年(nian),秸秆综合利用(yong)率(lv)达到86%以上,农(nong)膜回(hui)(hui)收(shou)率(lv)达到85%,全国畜禽(qin)粪(fen)污综合利用(yong)率(lv)达到80%以上。

规(gui)划要(yao)求,要(yao)健全秸秆收(shou)储(chu)运(yun)(yun)体(ti)(ti)系,培育壮大一(yi)批(pi)产业化(hua)(hua)利用(yong)(yong)(yong)主体(ti)(ti),提升秸秆离田收(shou)储(chu)、运(yun)(yun)输(shu)和供应(ying)能力,完善秸秆资源化(hua)(hua)利用(yong)(yong)(yong)和台账管理制度。深入实施(shi)农膜(mo)(mo)回(hui)收(shou)行动,严格落实农膜(mo)(mo)管理制度,健全农膜(mo)(mo)生产、销(xiao)售、使(shi)(shi)用(yong)(yong)(yong)、回(hui)收(shou)、再(zai)利用(yong)(yong)(yong)全链(lian)条管理体(ti)(ti)系;推广使(shi)(shi)用(yong)(yong)(yong)标准(zhun)地膜(mo)(mo),发展废旧地膜(mo)(mo)机(ji)械化(hua)(hua)捡拾(shi),探索推广环境友好全生物可降解地膜(mo)(mo),推广地膜(mo)(mo)科学使(shi)(shi)用(yong)(yong)(yong)回(hui)收(shou)。

做畜(chu)禽(qin)(qin)粪污资源(yuan)化(hua)(hua)(hua)利用(yong)(yong)(yong)方面,规划(hua)(hua)提出,要着力推(tui)进养殖(zhi)业污染(ran)(ran)防治(zhi)。加强畜(chu)禽(qin)(qin)粪污资源(yuan)化(hua)(hua)(hua)利用(yong)(yong)(yong)。健(jian)全畜(chu)禽(qin)(qin)养殖(zhi)场(户(hu))粪污收(shou)集贮(zhu)存(cun)配套设(she)施(shi)(shi)(shi),建立粪污资源(yuan)化(hua)(hua)(hua)利用(yong)(yong)(yong)计划(hua)(hua)和台账。加快建设(she)田(tian)间粪肥施(shi)(shi)(shi)用(yong)(yong)(yong)设(she)施(shi)(shi)(shi),鼓励采(cai)用(yong)(yong)(yong)覆(fu)土(tu)施(shi)(shi)(shi)肥、沟施(shi)(shi)(shi)及注射式深施(shi)(shi)(shi)等精细化(hua)(hua)(hua)施(shi)(shi)(shi)肥方式。促进粪肥科(ke)学适量施(shi)(shi)(shi)用(yong)(yong)(yong),推(tui)动开展(zhan)粪肥还(hai)田(tian)安全检测。培育壮大一批粪肥收(shou)运和田(tian)间施(shi)(shi)(shi)用(yong)(yong)(yong)社(she)会(hui)化(hua)(hua)(hua)服(fu)务(wu)主体。畜(chu)牧大县编制实施(shi)(shi)(shi)畜(chu)禽(qin)(qin)养殖(zhi)污染(ran)(ran)防治(zhi)规划(hua)(hua)。

推(tui)进农(nong)村垃(la)圾(ji)就地分类和资源化利用 健全农村垃圾收运处体系

规划提出,“十(shi)四五”要推(tui)(tui)进农(nong)村生(sheng)活(huo)垃(la)圾(ji)就地分(fen)类(lei)和(he)资(zi)源化利(li)用(yong)。多措(cuo)并举(ju)宣传推(tui)(tui)进农(nong)村生(sheng)活(huo)垃(la)圾(ji)分(fen)类(lei),构(gou)建“政府主导、企(qi)业主体、全民(min)参与(yu)”垃(la)圾(ji)分(fen)类(lei)体系(xi),引导村民(min)分(fen)类(lei)投放,实现(xian)源头减量。鼓励有条件的地方,制定(ding)地方农(nong)村生(sheng)活(huo)垃(la)圾(ji)分(fen)类(lei)管理办法。推(tui)(tui)进农(nong)村生(sheng)活(huo)垃(la)圾(ji)分(fen)类(lei)和(he)资(zi)源化利(li)用(yong)示(shi)范(fan)县创建。

同时,要健全农村(cun)生活垃圾(ji)收集(ji)、转(zhuan)运(yun)(yun)和(he)处置体系。根据(ju)当地(di)实际,统筹县、乡镇、村(cun)三级设(she)施建设(she)和(he)服(fu)务,合(he)理选择收运(yun)(yun)处置模式。完善(shan)农村(cun)生活垃圾(ji)收运(yun)(yun)处置设(she)施,构建稳定运(yun)(yun)行的长效机(ji)制,加强日常监督(du),不断(duan)提高运(yun)(yun)行管(guan)理水平。因地(di)制宜采用小型(xing)化(hua)(hua)、分散化(hua)(hua)的无(wu)害化(hua)(hua)处理方(fang)式,降低收集(ji)、转(zhuan)运(yun)(yun)和(he)处置设(she)施建设(she)和(he)运(yun)(yun)行成(cheng)本。

土(tu)壤、地下(xia)水和(he)农(nong)(nong)业农(nong)(nong)村生态环境保(bao)护(hu)关(guan)系米袋子、菜(cai)篮子、水缸子安(an)全,关(guan)系美丽中国建设。“十四五”时期是开启全面建设社会主(zhu)义现(xian)代化国家新(xin)征(zheng)程、向第(di)二个百年奋斗目标进军的第(di)一个五年,为深入打好(hao)污染(ran)防治攻坚战(zhan),切实加强(qiang)土壤、地下水(shui)和农(nong)业农(nong)村生态(tai)环境保(bao)护,制定本规划。

一、规划(hua)背(bei)景(jing)

(一)工作进展

“十三五”以来(lai),各地(di)区各有关部门深入贯彻习近平生态文(wen)明思想,认真落实(shi)党中央、国务(wu)院决策部署(shu),推进(jin)土(tu)壤、地(di)下(xia)水和农业农村(cun)生态环境保(bao)护取得积极成效。

土(tu)壤污(wu)染风险(xian)得到(dao)基(ji)本管(guan)控。顺利完成《土(tu)壤污(wu)染防治行动(dong)计划》确定(ding)的受污(wu)染耕地安(an)全利用(yong)率和污(wu)染地块安(an)全利用(yong)率“双90%”目(mu)标任务,初步(bu)遏(e)制(zhi)土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)染(ran)(ran)(ran)加重趋势(shi),基本管控(kong)土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)染(ran)(ran)(ran)风(feng)(feng)险,土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)环(huan)境(jing)质(zhi)量(liang)总体保持稳定。完成土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)染(ran)(ran)(ran)状(zhuang)况详查,初步(bu)查明我国农用地(di)(di)(di)土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)染(ran)(ran)(ran)的面积、分布及(ji)其对农产品质(zhi)量(liang)的影响,掌握重点行业(ye)企业(ye)用地(di)(di)(di)潜在环(huan)境(jing)风(feng)(feng)险情况。完成耕地(di)(di)(di)土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)环(huan)境(jing)质(zhi)量(liang)类别划定,实(shi)施(shi)分类管理。严格建(jian)设用地(di)(di)(di)准入管理,依(yi)法依(yi)规对2万多个地(di)(di)(di)块(kuai)开展(zhan)调(diao)查,将(jiang)900多个地(di)(di)(di)块(kuai)列入建(jian)设用地(di)(di)(di)土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)染(ran)(ran)(ran)风(feng)(feng)险管控(kong)和修复(fu)(fu)名录(lu)。有力整(zheng)治(zhi)(zhi)耕地(di)(di)(di)周边涉镉等重金(jin)属(shu)污(wu)(wu)染(ran)(ran)(ran)源(yuan)。将(jiang)1.3万多家企业(ye)纳(na)入土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)染(ran)(ran)(ran)重点监管单位。建(jian)立全国土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)环(huan)境(jing)信息平(ping)台,建(jian)成土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)环(huan)境(jing)监测网(wang)络(luo)。中央财(cai)政累计投入土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)染(ran)(ran)(ran)防(fang)治(zhi)(zhi)专项资金(jin)285亿元。实(shi)施(shi)“场(chang)地(di)(di)(di)土(tu)(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)(rang)污(wu)(wu)染(ran)(ran)(ran)成因与治(zhi)(zhi)理技(ji)术”“农业(ye)面源(yuan)和重金(jin)属(shu)污(wu)(wu)染(ran)(ran)(ran)农田综合防(fang)治(zhi)(zhi)与修复(fu)(fu)技(ji)术”等国家重点研发(fa)专项。

地下水生(sheng)态环(huan)境保护稳(wen)步推进。完成《水污染防治行动计划》确定(ding)的有关目(mu)标任务(wu),实现全国1170个地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)考核点位质量(liang)极差(cha)比例(li)(li)控制在(zai)15%左右;全国9.6万(wan)座加油(you)站的36.2万(wan)个地(di)(di)下(xia)(xia)(xia)油(you)罐完成双层罐更换或防渗池设置。实施《全国地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)污染(ran)防治规划(2011-2020年(nian))》《地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)污染(ran)防治实施方案(an)》,持续开(kai)展全国地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)状况调(diao)查评价,基本(ben)掌(zhang)握440万(wan)平方公里(li)1:25万(wan)比例(li)(li)尺区域地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)质量(liang),初步建立“双源(yuan)(yuan)”(地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)型饮用(yong)水(shui)(shui)(shui)水(shui)(shui)(shui)源(yuan)(yuan)和(he)地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)污染(ran)源(yuan)(yuan))清(qing)单,掌(zhang)握城镇1862个集中式(shi)地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)型饮用(yong)水(shui)(shui)(shui)水(shui)(shui)(shui)源(yuan)(yuan)和(he)16.3万(wan)个地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)污染(ran)源(yuan)(yuan)的基本(ben)信息(xi)。实施“国家地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)监测工程”,建成国家地(di)(di)下(xia)(xia)(xia)水(shui)(shui)(shui)监测站点20469个。

农(nong)(nong)(nong)业农(nong)(nong)(nong)村(cun)生(sheng)态环境保(bao)护取(qu)得进展。全(quan)面完成《农(nong)(nong)(nong)业农(nong)(nong)(nong)村(cun)污染治(zhi)理(li)攻坚战行(xing)动计划(hua)》确定的各项(xiang)目标(biao)任务。农(nong)(nong)(nong)村(cun)环境整治(zhi)稳(wen)步实(shi)施,中央财政安(an)排专(zhuan)项(xiang)资金(jin)258亿元,支持15万(wan)个(ge)行(xing)政(zheng)村(cun)(cun)开(kai)展环(huan)境整治。农(nong)村(cun)(cun)饮水(shui)(shui)安全(quan)保(bao)障水(shui)(shui)平得到(dao)提升(sheng),全(quan)国10638个(ge)“千(qian)吨(dun)万(wan)人”(日供(gong)水(shui)(shui)在1000吨(dun)或(huo)供(gong)水(shui)(shui)人口在10000人以(yi)上)农(nong)村(cun)(cun)饮用水(shui)(shui)水(shui)(shui)源(yuan)地完成保(bao)护(hu)区(qu)划定并开(kai)展水(shui)(shui)质监测(ce)。全(quan)国农(nong)村(cun)(cun)生(sheng)活(huo)污(wu)(wu)水(shui)(shui)治理(li)率达到(dao)25.5%。各地基(ji)本完成县域农(nong)村(cun)(cun)生(sheng)活(huo)污(wu)(wu)水(shui)(shui)治理(li)专(zhuan)项规划编制,10省(区(qu)、市)的(de)(de)34个(ge)县区(qu)开(kai)展农(nong)村(cun)(cun)生(sheng)活(huo)污(wu)(wu)水(shui)(shui)(黑臭水(shui)(shui)体(ti))治理(li)试点(dian)。全(quan)国农(nong)村(cun)(cun)生(sheng)活(huo)垃圾(ji)进行(xing)收(shou)运处(chu)理(li)的(de)(de)行(xing)政(zheng)村(cun)(cun)比例超过90%,排查出的(de)(de)2.4万(wan)个(ge)非正规垃圾(ji)堆放(fang)点(dian)基(ji)本完成整治。三大粮食(shi)作物化肥、农(nong)药利用率均达到(dao)40%左右(you);全(quan)国秸秆综(zong)合(he)利用率、农(nong)膜回收(shou)率分别(bie)达到(dao)86.7%、80%。规模(mo)养殖场粪污(wu)(wu)处(chu)理(li)设(she)施(shi)装备配(pei)套率达到(dao)97%。

法规标准体系基本建立。出台《土(tu)壤污(wu)(wu)染(ran)防治(zhi)(zhi)法》,发布农(nong)用(yong)地(di)、污(wu)(wu)染(ran)地(di)块、工矿用(yong)地(di)土(tu)壤环境(jing)管(guan)理(li)等部门规章,制定(ding)农(nong)用(yong)地(di)、建设用(yong)地(di)土(tu)壤污(wu)(wu)染(ran)风险管(guan)控等系列(lie)标准规范(fan)。制修订《水污(wu)(wu)染(ran)防治(zhi)(zhi)法》《地(di)下水管(guan)理(li)条例(li)》。制定(ding)地(di)下水环境(jing)状况调查、监测(ce)评估、风险管(guan)控和修复等系列(lie)标准规范(fan)。颁(ban)布10余项农业(ye)农村(cun)污(wu)染(ran)治理标(biao)准规(gui)范,各省份(fen)制定实施(shi)农村(cun)生(sheng)活(huo)污(wu)水处(chu)理排(pai)(pai)放标(biao)准,将(jiang)城乡污(wu)水集中处(chu)理场所纳入排(pai)(pai)污(wu)许可(ke)管理。

(二)形势研(yan)判

在(zai)习近平生态(tai)文(wen)明思(si)想(xiang)引(yin)领(ling)下,“绿水青山(shan)就是(shi)金(jin)山(shan)银山(shan)”理念日益深(shen)入人心,生(sheng)(sheng)态文明建设(she)体(ti)制(zhi)机制(zhi)逐(zhu)步健全(quan),全(quan)社会保护(hu)(hu)生(sheng)(sheng)态环境的合(he)力逐(zhu)步形成。但(dan)生(sheng)(sheng)态环境保护(hu)(hu)结(jie)构性(xing)、根(gen)源(yuan)性(xing)、趋势性(xing)压力总体(ti)上尚(shang)未根(gen)本缓解,以重化工为主的产业结(jie)构尚(shang)未根(gen)本改(gai)变(bian),部分污(wu)染(ran)物排放总量(liang)仍(reng)处于高位。土(tu)(tu)壤(rang)、地(di)下水和(he)农(nong)业农(nong)村(cun)污(wu)染(ran)防(fang)治(zhi)与美丽(li)中(zhong)国目标要求(qiu)还有不小差(cha)距,到2035年(nian)实现土(tu)(tu)壤(rang)和(he)地(di)下水环境质量(liang)稳(wen)中(zhong)向(xiang)好的目标任务(wu)异常艰巨(ju)。

“十(shi)四(si)五”时期,土(tu)壤(rang)、地下(xia)水(shui)和农业农村生(sheng)态环(huan)境(jing)保护(hu)形势依(yi)然严峻(jun),主要体现(xian)在以下(xia)几个方(fang)面(mian)。

1.局部(bu)区域(yu)土(tu)壤(rang)和(he)地下(xia)水(shui)(shui)污染(ran)问题较为突出。安(an)全(quan)利(li)用类和(he)严格管控类耕(geng)地面积总体较大(da),受(shou)污染(ran)耕(geng)地精(jing)准实施安(an)全(quan)利(li)用技术水(shui)(shui)平不(bu)高(gao)。污染(ran)地块违规开(kai)发利(li)用风险依然存(cun)在,修复过程中的二次污染(ran)防(fang)治有待(dai)加强。部(bu)分(fen)县(xian)级及以(yi)上(shang)地下(xia)水(shui)(shui)型饮用水(shui)(shui)水(shui)(shui)源(yuan)水(shui)(shui)质不(bu)达标,部(bu)分(fen)水(shui)(shui)源(yuan)补给区仍存(cun)在污染(ran)风险。

2.土壤(rang)和(he)地下(xia)水污(wu)染(ran)源头预防压力较(jiao)大(da)(da)。涉(she)重金(jin)属(shu)行业企(qi)业废气、废水镉排放(fang)量较(jiao)大(da)(da),历史遗留(liu)涉(she)重金(jin)属(shu)废渣量大(da)(da)面(mian)广(guang),一些(xie)地区(qu)因大(da)(da)气重金(jin)属(shu)沉降、污(wu)水灌溉等(deng)(deng)导致土壤(rang)重金(jin)属(shu)持续累积。部(bu)分企(qi)业有毒有害(hai)物质(zhi)跑(pao)冒(mao)滴漏(lou)、事故(gu)泄漏(lou)等(deng)(deng)污(wu)染(ran)土壤(rang)和(he)地下(xia)水的隐(yin)(yin)患没有根本消(xiao)除,污(wu)染(ran)隐(yin)(yin)患排查、自行监(jian)测(ce)等(deng)(deng)法定义(yi)务落实不(bu)到(dao)位(wei)。

部分污(wu)染(ran)源周(zhou)边地(di)下水存在特征污(wu)染(ran)物超标(biao),污(wu)染(ran)扩散趋(qu)势未得到(dao)有效(xiao)控制,周(zhou)边地(di)下水环境质量存在恶化风险。

3.农(nong)业农(nong)村(cun)(cun)(cun)生态(tai)环(huan)境(jing)保护(hu)任务艰巨。约三(san)分之二的行政(zheng)村(cun)(cun)(cun)未(wei)达到环(huan)境(jing)整(zheng)治(zhi)要(yao)求,已整(zheng)治(zhi)地(di)区(qu)成效(xiao)还不(bu)(bu)稳定。农(nong)村(cun)(cun)(cun)黑(hei)臭水体问(wen)题突出(chu),约四分之三(san)的行政(zheng)村(cun)(cun)(cun)未(wei)完成生活污(wu)水治(zhi)理(li)(li),资(zi)源化利用(yong)(yong)水平不(bu)(bu)高(gao)(gao),资(zi)金(jin)投入(ru)严重缺(que)乏,长效(xiao)机制不(bu)(bu)健全,治(zhi)理(li)(li)成效(xiao)不(bu)(bu)明显(xian)。畜禽(qin)养殖场粪(fen)污(wu)处(chu)理(li)(li)和(he)资(zi)源化利用(yong)(yong)方式不(bu)(bu)规范,水产(chan)养殖方式仍(reng)然粗放(fang)(fang),养殖生产(chan)布局需进(jin)一步优化。化肥农(nong)药使用(yong)(yong)量(liang)偏高(gao)(gao),部分地(di)区(qu)地(di)膜残留(liu)量(liang)大等问(wen)题突出(chu)。农(nong)业源水污(wu)染物排放(fang)(fang)(流失)量(liang)仍(reng)处(chu)于高(gao)(gao)位。

4.环(huan)境监(jian)管能力(li)依然薄弱。土壤、地下水和农业农村(cun)生态环(huan)境监(jian)管人员设(she)备不(bu)足(zu)、监(jian)测和执法能力(li)不(bu)足(zu),难(nan)以满足(zu)监(jian)管需要(yao)。一(yi)些地方政(zheng)府(fu)及有关部门(men)对土壤、地下水和农业农村(cun)生态环(huan)境保护重视程度不(bu)够,责任落(luo)实(shi)不(bu)到位,部门(men)间联动监(jian)管、信息共(gong)享等齐抓共(gong)管的(de)工作机制尚不(bu)健全。

二(er)、总(zong)体(ti)要求

(一)指(zhi)导思想(xiang)

以习近(jin)平(ping)新(xin)时代(dai)中国特色(se)社会(hui)(hui)主(zhu)义思(si)想(xiang)为(wei)指导,全(quan)(quan)(quan)面贯彻党的十(shi)九(jiu)大和(he)十(shi)九(jiu)届历次全(quan)(quan)(quan)会(hui)(hui)精神,深入(ru)贯彻习近(jin)平(ping)生(sheng)态文(wen)明思(si)想(xiang),立足新(xin)发展(zhan)阶段(duan)、贯彻新(xin)发展(zhan)理念、构建(jian)新(xin)发展(zhan)格局,把握减(jian)污降(jiang)碳协同增(zeng)效总要求,坚持(chi)稳中求进总基(ji)调(diao),坚持(chi)保护优先、预防为(wei)主(zhu)、风险管控(kong),突(tu)出(chu)精准(zhun)治(zhi)污、科学治(zhi)污、依法治(zhi)污,解决一(yi)批土壤、地(di)下水(shui)和(he)农(nong)业农(nong)村突(tu)出(chu)生(sheng)态环境问题,保障农(nong)产品质量安全(quan)(quan)(quan)、人居环境安全(quan)(quan)(quan)、地(di)下水(shui)生(sheng)态环境安全(quan)(quan)(quan),推动建(jian)设(she)生(sheng)态宜居美丽乡村,为(wei)建(jian)设(she)人与(yu)自然和(he)谐共生(sheng)的现(xian)代(dai)化(hua)作出(chu)新(xin)贡献。

(二)工作原则(ze)

保护优先(xian),预防为主。落实溯源(yuan)、断源(yuan)、减(jian)(jian)排(pai)措施(shi),切断污染(ran)物进入(ru)土(tu)壤和地下水环(huan)境(jing)的途径。深入(ru)实施(shi)化(hua)学化(hua)肥农(nong)药减(jian)(jian)量增效行动,推进农(nong)业(ye)生产清洁化(hua)、产业(ye)模式生态化(hua)。

问题导向(xiang),系统(tong)治(zhi)理。扭(niu)住(zhu)重(zhong)点区(qu)域(yu)、重(zhong)点行业和重(zhong)点污染物,聚焦突出环境问题,打通地上和地下、城市和农(nong)村,协同推进(jin)水(shui)、气(qi)、土、固体废物、农(nong)业农(nong)村污染治(zhi)理。

强化(hua)监管(guan),依法(fa)治污。完(wan)善(shan)土壤、地下水(shui)和农(nong)(nong)业农(nong)(nong)村污染防治法(fa)规标准体系,加强监管(guan)执法(fa),强化(hua)“污染者担(dan)责”。

(三)主要目标

2025年,全(quan)(quan)国土壤(rang)和(he)地(di)下水环境(jing)(jing)质量总体保持稳定,受污染耕(geng)地(di)和(he)重点建(jian)设(she)(she)用(yong)地(di)安全(quan)(quan)利用(yong)得到(dao)(dao)(dao)巩(gong)固提(ti)升;农业(ye)面源污染得到(dao)(dao)(dao)初步管控(kong),农村(cun)(cun)环境(jing)(jing)基础(chu)设(she)(she)施(shi)建(jian)设(she)(she)稳步推进(jin),农村(cun)(cun)生态环境(jing)(jing)持续改善(shan)。到(dao)(dao)(dao)2035年,全(quan)(quan)国土壤(rang)和(he)地(di)下水环境(jing)(jing)质量稳中向好,农用(yong)地(di)和(he)重点建(jian)设(she)(she)用(yong)地(di)土壤(rang)环境(jing)(jing)安全(quan)(quan)得到(dao)(dao)(dao)有效(xiao)保障,土壤(rang)环境(jing)(jing)风(feng)险得到(dao)(dao)(dao)全(quan)(quan)面管控(kong);农业(ye)面源污染得到(dao)(dao)(dao)遏制,农村(cun)(cun)环境(jing)(jing)基础(chu)设(she)(she)施(shi)得到(dao)(dao)(dao)完善(shan),农村(cun)(cun)生态环境(jing)(jing)根本(ben)好转。

3 农村(cun)(cun)(cun)生(sheng)(sheng)活(huo)污水(shui)治理(li)(li)率是(shi)指(zhi)生(sheng)(sheng)活(huo)污水(shui)得(de)到处理(li)(li)和资源化利(li)用的行政村(cun)(cun)(cun)数占(zhan)行政村(cun)(cun)(cun)总数的比例。

三、主要任务

(一(yi))推(tui)进土壤污染(ran)防治

以(yi)湖南等(deng)(deng)耕地重(zhong)金属污染(ran)(ran)突出省(sheng)份为(wei)重(zhong)点,强化镉(ge)等(deng)(deng)重(zhong)金属污染(ran)(ran)源(yuan)头管控,巩固提升受污染(ran)(ran)耕地安全(quan)利(li)用水(shui)平;以(yi)用途变(bian)更为(wei)“一住两公”(住宅、公共管(guan)(guan)理与公共服(fu)务用地)的地块为重点,严(yan)格准入(ru)管(guan)(guan)理,坚决杜绝违规(gui)开发利用;以土壤污染(ran)重点监(jian)管(guan)(guan)单位为重点,强化监(jian)管(guan)(guan)执(zhi)法(fa),防止(zhi)新增土壤污染(ran)。

1.加强耕地(di)污(wu)(wu)(wu)染(ran)(ran)源(yuan)头控制(zhi)。严格控制(zhi)涉(she)重(zhong)(zhong)金(jin)属(shu)行业(ye)(ye)(ye)(ye)企(qi)业(ye)(ye)(ye)(ye)污(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)排(pai)(pai)(pai)放(fang)。2023年起,在矿(kuang)产(chan)资源(yuan)开(kai)发活动(dong)集中区域、安全利用类和(he)严格管控类耕地(di)集中区域,执(zhi)行《铅、锌工(gong)(gong)业(ye)(ye)(ye)(ye)污(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)排(pai)(pai)(pai)放(fang)标准》《铜(tong)、镍、钴工(gong)(gong)业(ye)(ye)(ye)(ye)污(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)排(pai)(pai)(pai)放(fang)标准》《无机化学工(gong)(gong)业(ye)(ye)(ye)(ye)污(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)排(pai)(pai)(pai)放(fang)标准》中颗(ke)粒(li)物(wu)(wu)和(he)镉(ge)(ge)(ge)等重(zhong)(zhong)点(dian)重(zhong)(zhong)金(jin)属(shu)特别排(pai)(pai)(pai)放(fang)限值。依据(ju)《大(da)(da)(da)气污(wu)(wu)(wu)染(ran)(ran)防治(zhi)法》《水污(wu)(wu)(wu)染(ran)(ran)防治(zhi)法》以(yi)及重(zhong)(zhong)点(dian)排(pai)(pai)(pai)污(wu)(wu)(wu)单(dan)(dan)位名(ming)录(lu)管理有(you)(you)关规定(ding),将符合条件的(de)排(pai)(pai)(pai)放(fang)镉(ge)(ge)(ge)等有(you)(you)毒有(you)(you)害大(da)(da)(da)气、水污(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)的(de)企(qi)业(ye)(ye)(ye)(ye)纳入重(zhong)(zhong)点(dian)排(pai)(pai)(pai)污(wu)(wu)(wu)单(dan)(dan)位名(ming)录(lu);纳入大(da)(da)(da)气重(zhong)(zhong)点(dian)排(pai)(pai)(pai)污(wu)(wu)(wu)单(dan)(dan)位名(ming)录(lu)的(de)涉(she)镉(ge)(ge)(ge)等重(zhong)(zhong)金(jin)属(shu)排(pai)(pai)(pai)放(fang)企(qi)业(ye)(ye)(ye)(ye),2023年底(di)前对大(da)(da)(da)气污(wu)(wu)(wu)染(ran)(ran)物(wu)(wu)中的(de)颗(ke)粒(li)物(wu)(wu)按排(pai)(pai)(pai)污(wu)(wu)(wu)许(xu)可证规定(ding)实(shi)现(xian)自动(dong)监测,以(yi)监测数据(ju)核算颗(ke)粒(li)物(wu)(wu)等排(pai)(pai)(pai)放(fang)量。开(kai)展涉(she)镉(ge)(ge)(ge)等重(zhong)(zhong)金(jin)属(shu)行业(ye)(ye)(ye)(ye)企(qi)业(ye)(ye)(ye)(ye)排(pai)(pai)(pai)查整(zheng)(zheng)治(zhi)“回头看”,动(dong)态(tai)更新(xin)污(wu)(wu)(wu)染(ran)(ran)源(yuan)整(zheng)(zheng)治(zhi)清单(dan)(dan)。(生态(tai)环境部、农(nong)业(ye)(ye)(ye)(ye)农(nong)村部、粮食和(he)储(chu)备局等按职责分工(gong)(gong)负(fu)责,地(di)方各(ge)级人(ren)民政府负(fu)责落实(shi)。以(yi)下均需地(di)方各(ge)级人(ren)民政府落实(shi),不再列出(chu))

整(zheng)治(zhi)涉重(zhong)金(jin)属矿(kuang)区(qu)(qu)历史(shi)遗留固体(ti)废物。以湖南等矿(kuang)产资源开发活动集中省(sheng)份为重(zhong)点,聚焦(jiao)重(zhong)有(you)(you)色金(jin)属、石煤、硫铁矿(kuang)等矿(kuang)区(qu)(qu)以及(ji)安全利用类(lei)(lei)和严格管控类(lei)(lei)耕(geng)地集中区(qu)(qu)域周边的(de)矿(kuang)区(qu)(qu),全面排(pai)查无序堆(dui)存(cun)的(de)历史(shi)遗留固体(ti)废物,制定整(zheng)治(zhi)方(fang)案,分阶段(duan)治(zhi)理,逐步消除存(cun)量。优(you)先整(zheng)治(zhi)周边及(ji)下游耕(geng)地土壤(rang)污染(ran)较重(zhong)的(de)矿(kuang)区(qu)(qu),有(you)(you)效切断污染(ran)物进入(ru)农(nong)田的(de)链条。(生(sheng)态(tai)环境部等负责(ze)) 

开(kai)展耕(geng)地(di)(di)土壤重(zhong)金(jin)(jin)属污染(ran)(ran)成(cheng)因(yin)排查。以土壤重(zhong)金(jin)(jin)属污染(ran)(ran)问(wen)题突(tu)出(chu)区域(yu)为重(zhong)点,兼(jian)顾粮食主产区,对影响土壤环境(jing)质(zhi)量(liang)的(de)输入(ru)输出(chu)因(yin)素开(kai)展长期(qi)观测。选择一批耕(geng)地(di)(di)镉等重(zhong)金(jin)(jin)属污染(ran)(ran)问(wen)题突(tu)出(chu)的(de)县(市、区),开(kai)展集中连片耕(geng)地(di)(di)土壤重(zhong)金(jin)(jin)属污染(ran)(ran)途(tu)径识别和污染(ran)(ran)源头(tou)追溯。(生态(tai)环境(jing)部(bu)、农(nong)业农(nong)村部(bu)等按(an)职责分(fen)工负责)

2.防(fang)(fang)范(fan)工(gong)矿企业新增土壤污(wu)(wu)染(ran)。严格建设(she)项(xiang)目土壤环境(jing)影(ying)响(xiang)评价(jia)制度。对涉及有毒有害(hai)物质可(ke)能造成土壤污(wu)(wu)染(ran)的新(改、扩(kuo))建项(xiang)目,依法进行环境(jing)影(ying)响(xiang)评价(jia),提出(chu)并落实防(fang)(fang)腐蚀、防(fang)(fang)渗漏、防(fang)(fang)遗(yi)撒等土壤污(wu)(wu)染(ran)防(fang)(fang)治具体措施。(生态(tai)环境(jing)部(bu)负责)

强化重点监管(guan)单位(wei)监管(guan)。动(dong)态更新(xin)土壤污染重点监管(guan)单位(wei)名录,监督全面落(luo)实土壤污染防治(zhi)义务,依(yi)法纳入排污许可管(guan)理。2025年底(di)前,至少完成(cheng)一轮土壤(rang)和地(di)下水污染隐患排查整改。地(di)方生态环(huan)境部门定期(qi)开展土壤(rang)污染重(zhong)点监管单位周边(bian)土壤(rang)环(huan)境监测。(生态环(huan)境部负责)

推动实(shi)施(shi)绿色化(hua)(hua)改(gai)(gai)造。鼓(gu)(gu)励土壤污(wu)染(ran)重(zhong)(zhong)(zhong)点监(jian)管(guan)单位因(yin)地制宜实(shi)施(shi)管(guan)道化(hua)(hua)、密闭化(hua)(hua)改(gai)(gai)造,重(zhong)(zhong)(zhong)点区域(yu)防(fang)腐(fu)防(fang)渗改(gai)(gai)造,以及物(wu)料、污(wu)水管(guan)线架空建设和改(gai)(gai)造。聚(ju)焦重(zhong)(zhong)(zhong)有色金(jin)(jin)属(shu)采(cai)选和冶(ye)炼、涉重(zhong)(zhong)(zhong)金(jin)(jin)属(shu)无机(ji)化(hua)(hua)工等重(zhong)(zhong)(zhong)点行业,鼓(gu)(gu)励企业实(shi)施(shi)清(qing)洁生(sheng)产改(gai)(gai)造,进一步减(jian)少污(wu)染(ran)物(wu)排放。(发展改(gai)(gai)革委、生(sheng)态环境部等按(an)职责分(fen)工负责)

3.深入(ru)实(shi)施(shi)(shi)耕地分类管(guan)理。切实(shi)加(jia)大(da)保(bao)(bao)护力度。依法(fa)将符合条件的优先保(bao)(bao)护类耕地划为永久(jiu)基(ji)(ji)本(ben)农(nong)田(tian),在(zai)永久(jiu)基(ji)(ji)本(ben)农(nong)田(tian)集中(zhong)区(qu)域,不得规划新(xin)建(jian)可能造成土壤污染的建(jian)设项目。加(jia)强(qiang)(qiang)农(nong)业(ye)投(tou)入(ru)品质量监管(guan),从严查处向农(nong)田(tian)施(shi)(shi)用重金属不达标肥料(liao)等农(nong)业(ye)投(tou)入(ru)品的行为。在(zai)长江中(zhong)下游等南方粮食主产(chan)区(qu),实(shi)施(shi)(shi)强(qiang)(qiang)酸性土壤降酸改良工程。

(自然资源部、农业农村部、市场监管总局等按职责分工(gong)负责)全面落实(shi)安全利用(yong)和严格管控措施。各省份制定“十(shi)四(si)五(wu)”受污染耕地安(an)全(quan)(quan)(quan)利(li)(li)用方案及(ji)年度工(gong)(gong)作(zuo)(zuo)计划(hua),明确行政区(qu)(qu)域内安(an)全(quan)(quan)(quan)利(li)(li)用类(lei)(lei)耕地和(he)严格管(guan)(guan)(guan)控(kong)(kong)类(lei)(lei)耕地的具体管(guan)(guan)(guan)控(kong)(kong)措(cuo)施,以县或设区(qu)(qu)的市为单位(wei)全(quan)(quan)(quan)面推(tui)(tui)进落实。分(fen)区(qu)(qu)分(fen)类(lei)(lei)建立完(wan)善安(an)全(quan)(quan)(quan)利(li)(li)用技(ji)术库和(he)农(nong)作(zuo)(zuo)物种(zhong)植(zhi)推(tui)(tui)荐清单,推(tui)(tui)广应用品种(zhong)替(ti)代(dai)、水肥(fei)调(diao)控(kong)(kong)、生理阻隔、土(tu)壤调(diao)理等安(an)全(quan)(quan)(quan)利(li)(li)用技(ji)术。鼓(gu)励对严格管(guan)(guan)(guan)控(kong)(kong)类(lei)(lei)耕地按规定采取调(diao)整种(zhong)植(zhi)结(jie)构(gou)(gou)、退(tui)耕还湿等措(cuo)施。国(guo)家及(ji)安(an)全(quan)(quan)(quan)利(li)(li)用类(lei)(lei)耕地集中的省(区(qu)(qu)、市),成立安(an)全(quan)(quan)(quan)利(li)(li)用类(lei)(lei)耕地专家指导组,加强对地方工(gong)(gong)作(zuo)(zuo)指导。探索利(li)(li)用卫星遥(yao)感(gan)等技(ji)术开展严格管(guan)(guan)(guan)控(kong)(kong)类(lei)(lei)耕地种(zhong)植(zhi)结(jie)构(gou)(gou)调(diao)整等措(cuo)施实施情况(kuang)监(jian)测。加强粮(liang)食(shi)收(shou)储和(he)流(liu)通环节监(jian)管(guan)(guan)(guan),杜绝重金属超标粮(liang)食(shi)进入口粮(liang)市场(chang)。(农(nong)业农(nong)村部、林草局、生态环境(jing)部、市场(chang)监(jian)管(guan)(guan)(guan)总局、粮(liang)食(shi)和(he)储备局等按职责分(fen)工(gong)(gong)负责)

(三)深化(hua)农业农村环境治(zhi)理(li)

按照实(shi)施乡村振兴(xing)战略(lve)总要求,强化源(yuan)头减量、循环利用、污染治理、生态保护,推进农业面源(yuan)污染防治,新增完(wan)成(cheng)8万个行(xing)政村(cun)环境(jing)整(zheng)治任务,加大农村(cun)生活(huo)污水治理(li)力(li)度,稳步解决(jue)“垃圾(ji)围村(cun)”、农村(cun)黑(hei)臭水体等突出环境(jing)问题,深入打好农业农村(cun)污染(ran)治理(li)攻坚战。

1.加强种植(zhi)业污染(ran)防治(zhi)。持(chi)续推(tui)(tui)进(jin)化(hua)肥(fei)农药(yao)(yao)(yao)减量(liang)(liang)增效。全(quan)面推(tui)(tui)广(guang)精准施肥(fei),在粮食主产(chan)区(qu)(qu)、果菜茶优势产(chan)区(qu)(qu)等(deng)(deng)重(zhong)点区(qu)(qu)域,推(tui)(tui)进(jin)测(ce)土配(pei)方(fang)施肥(fei)、有(you)(you)机(ji)肥(fei)替代化(hua)肥(fei),合理调整施肥(fei)结构。明(ming)确化(hua)肥(fei)减量(liang)(liang)重(zhong)点县科(ke)学施肥(fei)目标、技术(shu)路径和主要措(cuo)施等(deng)(deng)。推(tui)(tui)进(jin)新(xin)肥(fei)料新(xin)技术(shu)应(ying)用,推(tui)(tui)广(guang)机(ji)械深施、种肥(fei)同播(bo)、水肥(fei)一体化(hua)等(deng)(deng)技术(shu)。推(tui)(tui)进(jin)化(hua)学农药(yao)(yao)(yao)减量(liang)(liang)控害,推(tui)(tui)广(guang)应(ying)用低毒低残(can)留农药(yao)(yao)(yao),集成(cheng)推(tui)(tui)广(guang)绿(lv)色防控技术(shu),推(tui)(tui)广(guang)高(gao)效植(zhi)保机(ji)械。鼓励(li)(li)新(xin)型(xing)经(jing)营(ying)主体、社会化(hua)服(fu)务组织等(deng)(deng)开(kai)(kai)展肥(fei)料统配(pei)统施、病虫(chong)害统防统治(zhi)等(deng)(deng)服(fu)务。大力推(tui)(tui)进(jin)农业高(gao)效节水。在有(you)(you)条件的地(di)区(qu)(qu),开(kai)(kai)展大中(zhong)型(xing)灌(guan)区(qu)(qu)等(deng)(deng)典型(xing)地(di)区(qu)(qu)农田灌(guan)溉用水和退水水质监测(ce)。鼓励(li)(li)以循环利用与生(sheng)态(tai)净(jing)化(hua)相结合的方(fang)式(shi)治(zhi)理农田退水。

提升秸(jie)秆农(nong)膜(mo)回收(shou)(shou)利用(yong)水平(ping)。健(jian)全(quan)(quan)秸(jie)秆收(shou)(shou)储运体系,培(pei)育(yu)壮大一批产业化(hua)利用(yong)主体,提升秸(jie)秆离(li)田收(shou)(shou)储、运输和(he)供应能力(li),完善秸(jie)秆资源(yuan)化(hua)利用(yong)和(he)台账管理(li)(li)制度(du)。深入实(shi)施农(nong)膜(mo)回收(shou)(shou)行动(dong),严格落(luo)实(shi)农(nong)膜(mo)管理(li)(li)制度(du),健(jian)全(quan)(quan)农(nong)膜(mo)生产、销售、使用(yong)、回收(shou)(shou)、再利用(yong)全(quan)(quan)链(lian)条管理(li)(li)体系;推(tui)广使用(yong)标准地膜(mo),发(fa)展(zhan)废旧地膜(mo)机(ji)械(xie)化(hua)捡拾,探索推(tui)广环境友好全(quan)(quan)生物(wu)可降解地膜(mo),推(tui)广地膜(mo)科学使用(yong)回收(shou)(shou)。到(dao)2025年,秸(jie)秆综合利用(yong)率(lv)达到86%以(yi)上,农膜回收率(lv)达到85%。(农业农村部、发展改革委、工业和信(xin)息化部、市场监管总局、生态环境部等(deng)按(an)职责分工负责)

2.着力推进养殖(zhi)业(ye)污(wu)染(ran)防治。加强(qiang)畜(chu)禽(qin)粪(fen)(fen)污(wu)资源化利用(yong)。健全畜(chu)禽(qin)养殖(zhi)场(chang)(户)粪(fen)(fen)污(wu)收集贮存(cun)配套设施(shi),建立粪(fen)(fen)污(wu)资源化利用(yong)计划和台账。加快(kuai)建设田(tian)间(jian)粪(fen)(fen)肥(fei)(fei)(fei)施(shi)用(yong)设施(shi),鼓励采(cai)用(yong)覆土施(shi)肥(fei)(fei)(fei)、沟施(shi)及注射(she)式(shi)深施(shi)等(deng)精细化施(shi)肥(fei)(fei)(fei)方式(shi)。促进粪(fen)(fen)肥(fei)(fei)(fei)科学适(shi)量施(shi)用(yong),推动开展粪(fen)(fen)肥(fei)(fei)(fei)还田(tian)安全检测(ce)。培育壮大一批(pi)粪(fen)(fen)肥(fei)(fei)(fei)收运和田(tian)间(jian)施(shi)用(yong)社会化服务主体。畜(chu)牧大县编制实施(shi)畜(chu)禽(qin)养殖(zhi)污(wu)染(ran)防治规划。到(dao)(dao)2025年,全国畜(chu)禽(qin)粪(fen)(fen)污(wu)综合利用(yong)率达到(dao)(dao)80%以(yi)上。(农业(ye)农村(cun)部、生态环境部等(deng)按职责分工负责)

加强畜禽养(yang)殖污染环境监管(guan)。落实(shi)畜禽规模(mo)养(yang)殖场(chang)环境影响评价及(ji)排(pai)污许可制度,依(yi)法(fa)规范畜禽养(yang)殖禁(jin)养(yang)区管(guan)理。推动(dong)畜禽规模(mo)养(yang)殖场(chang)配备(bei)视频监控设施,防(fang)止粪(fen)污偷运偷排(pai)。推动(dong)设有排(pai)污口的畜禽规模(mo)养(yang)殖场(chang)定(ding)期开(kai)展自行监测(ce)。依(yi)法(fa)严查环境违(wei)法(fa)行为。推进京津(jin)冀及(ji)周边地区大(da)型规模(mo)化(hua)养(yang)殖场(chang)开(kai)展大(da)气氨排(pai)放控制试点。到2025年(nian),京(jing)津冀(ji)及周边地区(qu)大型规模化养殖场(chang)氨排放总量削减5%。(生(sheng)态环境部(bu)、农业农村部(bu)等按职责(ze)分工负责(ze))

2.健全监(jian)(jian)测(ce)网(wang)络(luo)。完(wan)善土(tu)壤(rang)环境(jing)(jing)监(jian)(jian)测(ce)网(wang),优化(hua)调(diao)整土(tu)壤(rang)环境(jing)(jing)监(jian)(jian)测(ce)点(dian)(dian)位(wei),强化(hua)农(nong)(nong)产品(pin)产地土(tu)壤(rang)和(he)(he)农(nong)(nong)产品(pin)协同监(jian)(jian)测(ce)。对土(tu)壤(rang)污(wu)染重(zhong)点(dian)(dian)监(jian)(jian)管单位(wei)周边土(tu)壤(rang)至(zhi)少(shao)完(wan)成一(yi)轮监(jian)(jian)测(ce)。开展(zhan)典型行业(ye)企业(ye)用地及周边土(tu)壤(rang)污(wu)染状况调(diao)查。开展(zhan)土(tu)壤(rang)生态调(diao)查试(shi)点(dian)(dian)。以(yi)湖南等(deng)(deng)地区(qu)为重(zhong)点(dian)(dian),探索建立大气重(zhong)金属(shu)沉降监(jian)(jian)测(ce)网(wang)。建立以(yi)饮用水(shui)(shui)水(shui)(shui)源(yuan)(yuan)和(he)(he)国(guo)家重(zhong)点(dian)(dian)生态区(qu)域保护、地下水(shui)(shui)污(wu)染防控为重(zhong)点(dian)(dian)的(de)地下水(shui)(shui)环境(jing)(jing)监(jian)(jian)测(ce)网(wang)。完(wan)善农(nong)(nong)业(ye)面(mian)源(yuan)(yuan)污(wu)染监(jian)(jian)测(ce)“一(yi)张网(wang)”,初步(bu)构建地面(mian)监(jian)(jian)测(ce)和(he)(he)卫(wei)星遥感结合(he)的(de)天地一(yi)体化(hua)网(wang)络(luo)。在长江、黄河等(deng)(deng)重(zhong)点(dian)(dian)流域区(qu)域,开展(zhan)农(nong)(nong)业(ye)面(mian)源(yuan)(yuan)污(wu)染防治长期(qi)观测(ce)。推动日处理(li)能(neng)力20吨及以(yi)上(shang)农(nong)(nong)村生活(huo)污(wu)水(shui)(shui)处理(li)设施出水(shui)(shui)水(shui)(shui)质(zhi)监(jian)(jian)测(ce)。到2025年,实现全国(guo)农(nong)(nong)村环境(jing)(jing)质(zhi)量监(jian)(jian)测(ce)点(dian)(dian)位(wei)区(qu)县级全覆盖,农(nong)(nong)田灌溉水(shui)(shui)质(zhi)监(jian)(jian)测(ce)体系(xi)初步(bu)建立。(生态环境(jing)(jing)部(bu)、农(nong)(nong)业(ye)农(nong)(nong)村部(bu)、自然资源(yuan)(yuan)部(bu)、水(shui)(shui)利(li)部(bu)等(deng)(deng)按职责(ze)分(fen)工负责(ze))

3.加强生态(tai)环(huan)境(jing)(jing)(jing)执(zhi)(zhi)法(fa)。依法(fa)开(kai)展土(tu)壤(rang)、地(di)下(xia)(xia)水(shui)和农业(ye)农村生态(tai)环(huan)境(jing)(jing)(jing)保护行(xing)政执(zhi)(zhi)法(fa)。严厉打击固体废(fei)物特别是危险废(fei)物非法(fa)倾倒或填埋(mai),以及利用(yong)渗井、渗坑(keng)、裂(lie)隙(xi)、溶洞(dong)等(deng)逃避监(jian)管的方(fang)式向地(di)下(xia)(xia)排放污染(ran)(ran)物等(deng)行(xing)为(wei),对涉(she)嫌污染(ran)(ran)环(huan)境(jing)(jing)(jing)犯罪的,及时移送公安机关(guan)。落实生态(tai)环(huan)境(jing)(jing)(jing)损害赔偿制度,按要求(qiu)开(kai)展污染(ran)(ran)土(tu)壤(rang)和地(di)下(xia)(xia)水(shui)的生态(tai)环(huan)境(jing)(jing)(jing)损害调查评估。提(ti)升执(zhi)(zhi)法(fa)水(shui)平,组织(zhi)开(kai)展监(jian)管执(zhi)(zhi)法(fa)工作培训。鼓励各地(di)设立土(tu)壤(rang)、地(di)下(xia)(xia)水(shui)和农业(ye)农村生态(tai)环(huan)境(jing)(jing)(jing)监(jian)管技术支撑团队。(生态(tai)环(huan)境(jing)(jing)(jing)部(bu)负责)

4.强化(hua)科(ke)技支撑。通过国家科(ke)技计划(专(zhuan)项、基金等(deng)(deng)(deng)),支持土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)、地(di)(di)下(xia)(xia)水(shui)和(he)(he)农(nong)(nong)业农(nong)(nong)村污(wu)(wu)染(ran)治(zhi)理(li)相关(guan)技术研(yan)发。开(kai)(kai)(kai)展有关(guan)土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)染(ran)物(wu)生(sheng)态(tai)毒理(li)、污(wu)(wu)染(ran)物(wu)在土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)中迁移转(zhuan)化(hua)规(gui)律(lv)、土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)染(ran)风险评(ping)估涉(she)及的(de)模型和(he)(he)关(guan)键暴露参数(shu)等(deng)(deng)(deng)基础研(yan)究(jiu)(jiu)。开(kai)(kai)(kai)展土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)中铅、砷等(deng)(deng)(deng)污(wu)(wu)染(ran)物(wu)生(sheng)物(wu)可利用性测试和(he)(he)验证方法(fa)研(yan)究(jiu)(jiu)。推(tui)动(dong)开(kai)(kai)(kai)展镉等(deng)(deng)(deng)重(zhong)金属大气污(wu)(wu)染(ran)物(wu)排放自动(dong)监测设(she)备、土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)气采样(yang)设(she)备的(de)研(yan)发。开(kai)(kai)(kai)展耕地(di)(di)土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)染(ran)累积变化(hua)趋势方法(fa)研(yan)究(jiu)(jiu)。推(tui)进土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)污(wu)(wu)染(ran)风险管控和(he)(he)修(xiu)复(fu)(fu)共性关(guan)键技术、设(she)备研(yan)发及应(ying)用。加强土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)、地(di)(di)下(xia)(xia)水(shui)等(deng)(deng)(deng)环(huan)境(jing)(jing)标准样(yang)品研(yan)制。开(kai)(kai)(kai)展地(di)(di)下(xia)(xia)水(shui)污(wu)(wu)染(ran)溯(su)源、岩(yan)溶与裂隙地(di)(di)下(xia)(xia)水(shui)污(wu)(wu)染(ran)运移与阻断(duan)、地(di)(di)下(xia)(xia)水(shui)超采与污(wu)(wu)染(ran)协(xie)同治(zhi)理(li)、地(di)(di)下(xia)(xia)水(shui)回灌水(shui)质保(bao)障、封井(jing)回填以及依赖地(di)(di)下(xia)(xia)水(shui)的(de)生(sheng)态(tai)系统保(bao)护(hu)等(deng)(deng)(deng)研(yan)究(jiu)(jiu)。开(kai)(kai)(kai)展农(nong)(nong)业面源污(wu)(wu)染(ran)溯(su)源与评(ping)估、农(nong)(nong)村黑臭(chou)水(shui)体整治(zhi)关(guan)键技术等(deng)(deng)(deng)研(yan)究(jiu)(jiu),建(jian)(jian)立基础数(shu)据库和(he)(he)科(ke)技成果转(zhuan)化(hua)平(ping)台。研(yan)究(jiu)(jiu)加强农(nong)(nong)村生(sheng)态(tai)系统恢复(fu)(fu)与保(bao)护(hu)、推(tui)进乡村生(sheng)态(tai)振兴的(de)政策措施。推(tui)进土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)、地(di)(di)下(xia)(xia)水(shui)和(he)(he)农(nong)(nong)业农(nong)(nong)村生(sheng)态(tai)环(huan)境(jing)(jing)保(bao)护(hu)领(ling)域的(de)重(zhong)点实验室建(jian)(jian)设(she)。建(jian)(jian)设(she)统一(yi)的(de)土(tu)(tu)(tu)(tu)壤(rang)(rang)(rang)、地(di)(di)下(xia)(xia)水(shui)和(he)(he)农(nong)(nong)业农(nong)(nong)村生(sheng)态(tai)环(huan)境(jing)(jing)监管信息平(ping)台。(科(ke)技部(bu)、生(sheng)态(tai)环(huan)境(jing)(jing)部(bu)、自然(ran)资(zi)源部(bu)、水(shui)利部(bu)、农(nong)(nong)业农(nong)(nong)村部(bu)等(deng)(deng)(deng)按职责(ze)分(fen)工(gong)负责(ze))

四、重大工(gong)程(cheng)

以京津(jin)冀、长(zhang)江经济带、粤港澳大(da)湾(wan)区、长(zhang)三角、黄河(he)流域等区域为重点,系统实施(shi)土壤、地(di)下水和农(nong)业农(nong)村污染防治重大(da)工程。

(一)土壤和地下水污染源头预(yu)防工程(cheng)

以化工、有色(se)金属(shu)行业企业为重点,实施100个土壤(rang)污(wu)染(ran)源头管(guan)控项(xiang)目,开展在产企业(ye)防(fang)渗(shen)漏、流失、扬散,重(zhong)金(jin)属减(jian)排(pai)等(deng)提(ti)标改造(zao)和历史遗留废(fei)渣整(zheng)治。开展化(hua)工产业(ye)为主导的工业(ye)集聚区(qu)等(deng)地下水污(wu)染(ran)防(fang)渗(shen)改造(zao)。(生态环境部(bu)等(deng)负(fu)责(ze))

(二)土壤和地下水污染风险(xian)管(guan)控与修复工程

选择100个土壤污(wu)(wu)染(ran)(ran)面积较大的县开展(zhan)农用(yong)地安全(quan)利用(yong)示(shi)范。实施一批典型在产(chan)企业土壤污(wu)(wu)染(ran)(ran)风险(xian)(xian)管(guan)控工(gong)程。实施重点区域石化、化工(gong)、焦化等工(gong)业集(ji)聚区地下水污(wu)(wu)染(ran)(ran)风险(xian)(xian)管(guan)控工(gong)程,开展(zhan)一批地下水污(wu)(wu)染(ran)(ran)修复试点。(生态环境部、农业农村(cun)部等按职责分工(gong)负责)

(三)农业面源(yuan)污(wu)染防治(zhi)工程(cheng)

在长江、黄河等重点流域(yu)环境敏感区,建设200个农业(ye)面源污染综(zong)合治理示范县。(发展改革委(wei)、农业(ye)农村(cun)部(bu)、生态环境(jing)部(bu)等按职责(ze)分工负(fu)责(ze))

(四(si))农村(cun)环境整治工程

开(kai)展100个县农村黑臭水(shui)体和生活污水(shui)治理试点示范,探索典型地区治理模式(shi)与(yu)长效(xiao)机制。(生态环境部、农业农村部、水(shui)利部等按职责分工(gong)负责)

五、保障措施

(一)加强组织(zhi)领导

按照“中央统筹、省(sheng)负总责、市县落实”的原则,地方各级人民政府是实施本规划的主体(ti),制定(ding)并公布本行政区域土(tu)壤(rang)、地下水和农村(cun)生(sheng)态环境保(bao)护相(xiang)关规划,确(que)定(ding)目标任(ren)务和主要(yao)措施。建(jian)立(li)部(bu)门协同推(tui)进机制,中央有(you)关部(bu)门按照职责分(fen)工(gong),落实“一岗双责”,密切协作配合(he),形(xing)成工(gong)作合(he)力。

(二)完善经(jing)济政策

健全地(di)(di)方为主、中央补助的(de)政(zheng)(zheng)府投(tou)(tou)入(ru)体系,加强(qiang)土壤(rang)、地(di)(di)下水(shui)和农(nong)(nong)业(ye)农(nong)(nong)村污染防治财(cai)政(zheng)(zheng)资金(jin)(jin)投(tou)(tou)入(ru)保障(zhang),探索建(jian)立多元化(hua)投(tou)(tou)融资机(ji)制。加快建(jian)立健全省(sheng)级(ji)土壤(rang)污染防治基金(jin)(jin)。落实地(di)(di)方财(cai)政(zheng)(zheng)事权,推动建(jian)立省(sheng)市(shi)县各级(ji)财(cai)政(zheng)(zheng)农(nong)(nong)村生(sheng)活(huo)(huo)(huo)污水(shui)治理(li)分(fen)担投(tou)(tou)入(ru)机(ji)制。鼓励各地(di)(di)通(tong)(tong)过发行地(di)(di)方政(zheng)(zheng)府债券等(deng)方式用于符合(he)条件的(de)农(nong)(nong)业(ye)农(nong)(nong)村生(sheng)态环境保护(hu)项(xiang)目。继续通(tong)(tong)过现有资金(jin)(jin)渠道持续推动化(hua)肥农(nong)(nong)药减(jian)量增效、生(sheng)物防治等(deng)相关工(gong)作,推进农(nong)(nong)业(ye)绿色发展。加强(qiang)相关规划(hua)编制与县域(yu)农(nong)(nong)村生(sheng)活(huo)(huo)(huo)污水(shui)治理(li)专项(xiang)规划(hua)衔接,合(he)理(li)保障(zhang)农(nong)(nong)村生(sheng)活(huo)(huo)(huo)污水(shui)治理(li)设施建(jian)设用地(di)(di)需(xu)求(qiu),完善用地(di)(di)审(shen)批。(财(cai)政(zheng)(zheng)部、生(sheng)态环境部、农(nong)(nong)业(ye)农(nong)(nong)村部等(deng)按(an)职责分(fen)工(gong)负(fu)责)

(三)加大宣传引导

充(chong)分(fen)利用(yong)(yong)电视、广播、报(bao)刊、互联网(wang)、微信公(gong)(gong)众(zhong)号等(deng)(deng)媒(mei)体,结(jie)合世(shi)界环(huan)境日、世(shi)界土(tu)(tu)壤(rang)日、全国土(tu)(tu)地(di)日等(deng)(deng)主(zhu)题宣传活(huo)动(dong),有(you)针对性地(di)宣传普及土(tu)(tu)壤(rang)、地(di)下水和农(nong)(nong)(nong)业(ye)农(nong)(nong)(nong)村生(sheng)态环(huan)境保(bao)(bao)护(hu)知识,增强公(gong)(gong)众(zhong)生(sheng)态环(huan)境保(bao)(bao)护(hu)意识。采用(yong)(yong)培(pei)训班、现场会、视频(pin)会等(deng)(deng)形式,强化宣传培(pei)训。推进(jin)土(tu)(tu)壤(rang)、地(di)下水和农(nong)(nong)(nong)业(ye)农(nong)(nong)(nong)村生(sheng)态环(huan)境保(bao)(bao)护(hu)融(rong)入(ru)党政(zheng)机关、学(xue)校、工(gong)厂、社区、农(nong)(nong)(nong)村等(deng)(deng)环(huan)境宣传培(pei)训工(gong)作,大力推广绿色生(sheng)产生(sheng)活(huo)方式,形成全社会保(bao)(bao)护(hu)土(tu)(tu)壤(rang)、地(di)下水和农(nong)(nong)(nong)业(ye)农(nong)(nong)(nong)村生(sheng)态环(huan)境的良好氛围。

(四)实(shi)施效果(guo)评估

实(shi)行(xing)目(mu)标责任制和考核评(ping)价制度,分解落实(shi)目(mu)标任务。生态环(huan)境部会(hui)同相关(guan)部门围绕本规划目(mu)标指标、主要任务、重大工程进展(zhan)情况(kuang)进行(xing)调度。在2023年(nian)、2025年(nian)底,分别对本(ben)规划实施(shi)情况进行(xing)中(zhong)期(qi)评估(gu)(gu)和总结评估(gu)(gu)。
